In 1969 the owner of the Flying Scotsman persuaded the British Government to support an initiative to run the locomotive in the United States to promote British exports and trade.
In order to comply with US railway regulations Flying Scotsman wish fitted with a cowcatcher, bell, buckeye couplings, American-style whistle, air brakes, and high-intensity headlamp.

The second tender that had been added for UK rail specials was retained.
A full train would be sent to America. Five former LNER Gresley baggage teak coaches were converted into Exhibition cars hosting well know British Companies, two Pullman Cars and an observation car which was used on the Devon Bell.

Also travelling United States were two London Routemaster buses which would be used to sell souvenirs of the tour.

The Flying Scotsman and train carriages were loaded onto the Cunard freight liner Saxonia in Liverpool on 18th September 1969 for their trip across the Atlantic to Boston, Massachusetts.

The Saxonia reached Boston on the 28th September, where the Flying Scotsman and accompanying train were offloaded.

The train was assembled and a shakedown run conducted over the over Penn Central ex-New Haven Boston-New London route on October 3rd.
